A propositura foi desenvolvida em conjunto com um corpo cient\u00edfico de m\u00e9dicas ginecologistas, obstetras, enfermeiras e organiza\u00e7\u00f5es da sociedade civil. O PL traz como refer\u00eancia o tr\u00e1gico ocorrido com Paloma Alves, v\u00edtima de omiss\u00e3o m\u00e9dica que morreu na emerg\u00eancia do Tricenten\u00e1rio em 2025 por decorr\u00eancia de hemorragia ginecol\u00f3gica causada pela endometriose.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cH\u00e1 muitos casos em que pessoas com sangramento uterino anormal quando chegam \u00e0s emerg\u00eancias s\u00e3o tratadas como se tivessem provocado um aborto. Basta essa suspeita que tudo muda, o atendimento muitas vezes \u00e9 impedido, essas pessoas s\u00e3o desumanizadas e isso \u00e9 inadmiss\u00edvel. \u00c9 preciso que essas pessoas tenham o atendimento urgente assegurado e que as equipes estejam preparadas para esses casos. O que aconteceu com Paloma n\u00e3o pode se repetir\u201d, defendeu a deputada Dani Portela.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O Sangramento Uterino Anormal \u00e9 definido como qualquer altera\u00e7\u00e3o na frequ\u00eancia, regularidade, dura\u00e7\u00e3o ou volume do sangramento uterino, conforme par\u00e2metros fisiol\u00f3gicos estabelecidos por diretrizes cl\u00ednicas nacionais e internacionais. A Federa\u00e7\u00e3o Internacional de Ginecologia e Obstetr\u00edcia (FIGO) reconhece o SUA como um quadro que pode ser agudo ou cr\u00f4nico e que exige abordagem diagn\u00f3stica e terap\u00eautica imediata, sobretudo quando associado a risco de instabilidade hemodin\u00e2mica ou anemia grave. A Federa\u00e7\u00e3o Brasileira das Associa\u00e7\u00f5es de Ginecologia e Obstetr\u00edcia (FEBRASGO) destaca que o sangramento genital excessivo \u00e9 uma das causas mais frequentes de atendimento em pronto-socorro e que, quando n\u00e3o tratado corretamente, culmina em hospitaliza\u00e7\u00f5es, necessidade de transfus\u00f5es e aumento do risco de mortalidade materna. \u00c9 uma condi\u00e7\u00e3o frequentemente negligenciada e capaz de produzir graves consequ\u00eancias f\u00edsicas, emocionais e sociais, como preju\u00edzos sociais e profissionais, perda de dias de trabalho e estudo, redu\u00e7\u00e3o da qualidade de vida, transtornos emocionais e significativa sobrecarga sobre servi\u00e7os de emerg\u00eancia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O objetivo da Pol\u00edtica de Atendimento \u00e9 prestar \u00e0s pessoas acometidas assist\u00eancia com urg\u00eancia, garantir acolhimento e avalia\u00e7\u00e3o imediata por profissional de sa\u00fade. Tamb\u00e9m \u00e9 inten\u00e7\u00e3o vedar qualquer pr\u00e1tica de retardo, obstaculiza\u00e7\u00e3o ou negativa de atendimento, especialmente quando motivada por discrimina\u00e7\u00e3o ou pela suspeita de que o sangramento decorre de aborto provocado.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A negativa de atendimento a uma pessoa com hemorragia ativa atenta ao direito \u00e0 dignidade e \u00e0 vida, protegidos pela Constitui\u00e7\u00e3o Federal em seus artigos 1\u00ba e 5\u00ba. O PL prev\u00ea atividades formativas e de capacita\u00e7\u00e3o profissional aos profissionais da sa\u00fade, al\u00e9m de estabelecer san\u00e7\u00f5es administrativas \u00e0s unidades que
